Jerry C. Dillard, CSW, CAS, NCAPS-II
Executive Director

Jerry C. Dillard has twenty-three years experience coordinating the full spectrum of biopsychosocial support for persons who are chemically dependent and/or living with HIV Disease. In his roles at various agencies he has established protocols to track persons who are mentally ill, medically compromised, and/or substance dependent. He has implemented team-building exercises to maintain staff cohesion. He has assisted in the integration of behavior change theories into the delivery of HIV service management and drug treatment.


He holds the following advanced credentials-  New Jersey Certified Social Worker (CSW);  American Academy of Health Care Providers Certified Addictions Specialist (CAS); National Association of Forensic Counselors- Nationally Certified Addiction Preventions Specialist (NCAPS)


Jerry C. Dillard has served as Executive Director for CAPCO (Coalition on AIDS in Passaic County) Resource Center since 1999. As Executive Director he is responsible for overall fiscal/program management, strategic planning as well as program development for the agency. He also supervises a Case Management Team in the implementation of ten programs and the Project Coordinator in the delivery of comprehensive HIV prevention services.


Additionally, he is a Consultant/Trainer for the University of Medicine & Dentistry of New Jersey, the NJ Department of Health and Senior Services - Division of HIV/AIDS Services and the Bergen-Passaic Transitional Grant Area.

Sandra I. Rodriguez
Case Manager
  
Sandra has over seven years experience in advocacy on the clients' behalf, education and promotion of health awareness. She also coordinates all services for clients in order to meed their needs.
She has earned several certificates in continuing education programs at UMDNJ. She is certified to conduct HIV counseling and testing by the Department of Health in New Jersey.

Tisa Nicole Smith, C.C.M
Case Manager

Tisa has worked in the field of HIV/AIDS for the past seven years.  Her background includes Addiction Services, Housing (Section 8), Group Homes and Transportation Services. Tisa earned her Case Management Certification through the University of Medicine and Dentistry of the New Jersey Center for Continuing Outreach Education Division of AIDS Education.

Case Manager

Yadira has years of experience providing outreach to inner-city populations.  She is trained as a Health Educator to deliver individual and group level interventions to youth and women.  In addition, she has worked as part of a multidisciplinary team to provide counseling for HIV testing, STD/STI testing, pregnancy testing, and preventive contraception. She is also certified to conduct HIV counseling and testing by the Department of Health in New Jersey.

Case Management/Administrative Assistant

Denee is a new employee at CAPCO. Her role at CAPCO is to support the Executive Director in fiscal management and reporting. She attends Passaic County Community College in Paterson, NJ and is majoring in criminal justice. Denee has a passion for helping others in need. She also enjoys shopping and giving clothing to those who are less fortunate. Most importantly, she loves to spend time with friends and family.

Medical Case Manager

Ellen volunteered for 14 years in her home town ambulance corps, as an Emergency Medical Technician and as an EMT Instructor. She also volunteered for her home town’s H1N1 flu clinic.

She has over 25 years of experience as a License Practical Nurse working in such medical facilities as Wanaque Convalescent Pompton Lakes NJ.  She’s also worked for health insurance companies such as CIGNA Healthcare. Ellen held many different positions prior authorization nurse releasing medical benefits based on medical necessity for surgeries and medical procedures, as a Concurrent Review Nurse where she reviewed inpatient hospital stay and a supervisor for an after hour’s call unit team.

She completed two years at Mount Saint Mary’s college working towards a bachelor’s degree for a register nursing degree. Ellen completed the HIV Prevention Counseling Course Series offered by the NJ Department of Health and Senior Services Division of HIV/AIDS Services for Prevention and Education.

Ellen has extensive experience in advocacy. She utilizes this experience to provide guidance, support and health awareness to consumers as an HIV/AIDS Medical Case Manager.

Medical Case Manager/Administrative Assistant


Barbara provides education on HIV/AIDS, medications, treatment adherence, prevention and risk reduction.  She has twenty-five years of legal, administrative and management experience in the corporate environment.  She has over ten years counseling experience working with people of all ages in community-based organizations.  Barbara received her B.A. in psychology from Felician College and her M.A.C. in counseling psychology from Caldwell College.  She holds a paralegal certificate as well and is fluent in the German language.


Barbara has completed the HIV Counseling Course Series and received certification from the NJ Department of Health & Senior Services Division of HIV/AIDS in Prevention and Education services.
